What a mobile proxy in Ukraine from CellMast runs on, what it costs in the Europe zone, and how to connect, rotate and test it.
Quick answer
Where can I buy a Ukraine mobile proxy?
CellMast rents Ukraine mobile proxies on local 4G/5G networks such as Kyivstar, Vodafone, lifecell: a dedicated modem costs $4.50 per day or $59.25 per 30 days in the Europe price zone, with unlimited data and a new IP by link, API or timer. The rotating pool is billed per GB from $1.50/GB, with country-level targeting. No KYC — no ID, no selfie, no documents. Pay in crypto.
| Price zone | Europe |
|---|---|
| Dedicated port | $4.50 per day · $18 per 7 days · $59.25 per 30 days (as of October 2026) |
| Rotating mobile data | From $1.50/GB; targeting country-ua where the pool has IPs |
| Mobile networks in Ukraine | Kyivstar, Vodafone, lifecell |
| 5G | No commercial 5G (pilot since January 2026) |
| Network type of a port | 4G LTE or 5G, depending on the carrier's coverage where the modem sits |
| Stock | Dedicated ports are subject to stock per country and carrier; the checkout lists the carriers in stock. If we cannot deliver your port within 24 hours, its full price goes back to your balance |
| IP rotation | New IP on demand by rotation link or API call, at most once every 30 seconds. You can also set an automatic rotation timer, from every 2 minutes to every 24 hours. Otherwise your port keeps its IP until you rotate it, although the carrier can change it on its own from time to time |
| Data on a port | Unlimited data on your dedicated port, under fair use: the carrier may slow or pause very heavy use. One customer per modem, no resale |
| Protocols | HTTP, HTTPS (CONNECT) and SOCKS5 |
| KYC | None — no ID, no selfie, no documents |
| Payment | Crypto only (BTC, USDT, USDC, ETH, SOL, LTC), top up from $25 |
Ukraine has 3 main mobile networks in the CellMast country data: Kyivstar, Vodafone, lifecell. A port in Ukraine runs on one of them. Before you pay, the checkout lists the carriers in stock; after the purchase, the client area shows the network and the current IP of each port.
Each network announces its own IP ranges under its own ASN, so a website can tell which carrier a visitor uses. Pick the network your users are on when the carrier matters to your test.
| Network | Holder of the IP ranges | ASN | Note |
|---|---|---|---|
| Kyivstar | Kyivstar PJSC | AS15895 | mobile ranges confirmed (registry or reverse DNS) |
| Vodafone Ukraine | PrJSC VF Ukraine | AS21497 | mobile ranges confirmed (registry or reverse DNS) |
| lifecell | lifecell LLC | AS34058 | mobile ranges confirmed (registry or reverse DNS) |
ASN holders checked in public routing data (RIPEstat, ipinfo or PeeringDB) in October 2026. An ASN can carry fixed and mobile traffic; check a port's own IP before relying on it.
Kyivstar, the largest operator, served 21.8 million mobile customers on 30 June 2026. No regulator total was found for the market.
Ukraine has no commercial 5G yet. A test pilot has run since 12 January 2026, starting in Lviv, and the ministry says full deployment will follow the end of martial law, so ports in Ukraine run on 4G LTE.
A CellMast port uses 5G only where its carrier offers 5G at the modem's location; elsewhere it runs on 4G LTE. The client area shows the network type of each port. For when 5G is worth it, see 4G vs 5G proxies.
On lifecell's mobile network (AS34058), APNIC Labs measured about 31% of users as IPv6-capable in October 2026; the rest reach websites over shared IPv4 addresses.
Where a network still gives IPv4 addresses, subscribers share them through carrier-grade NAT; see the CGNAT guide. Whether a port also gets an IPv6 address depends on the carrier and the modem; check it with an IPv6 test page.
Ukraine belongs to the Europe price zone, as of October 2026. A dedicated port is priced for 1, 7 or 30 days, with unlimited data; the rotating pool is billed per GB from $1.50/GB. Both are paid from a crypto balance topped up from $25. Not sure which you need? Compare dedicated ports and the rotating pool.

A carrier IP in Ukraine shows you what local phone users get, for legitimate work such as:
Every job follows the Acceptable Use Policy. Blocked: Online banking, government and payment-portal sites, and outgoing email on SMTP ports 25, 465 and 587.
A dedicated port has its own username and password in the client area. The rotating pool uses your account username with the country code ua; add a session id and a duration for a sticky IP.

# rotating pool: same IP for 10 minutes

A dedicated port in Ukraine costs $59.25 for 30 days at CellMast, as of October 2026, with unlimited data. Shorter rentals cost $4.50 for one day and $18 for seven days. Ukraine is in the Europe price zone. Rotating mobile data starts at $1.50/GB.
Yes, subject to stock per carrier. If the network you want has no port in stock, pick another; support can later move your port to another network in Ukraine when one is in stock, keeping the time left on the rental.
Yes. Traffic leaves through a modem on a carrier network in Ukraine, so websites see an IP from that carrier's ranges and locate it in Ukraine. IP databases place mobile addresses near the carrier's gateway, which may be a region or a large city rather than the modem's exact town.
No. The SIM stays in CellMast's modem, and CellMast does not ask for ID, a selfie or documents to open an account or buy a plan. Login with an account number; email is optional. You pay in BTC, USDT, USDC, ETH, SOL, LTC, in US dollars, from a $25 top-up.
Within 72 hours of purchase, a rotating-mobile plan is credited back to your balance if you used less than 20% of its traffic and no more than 1 GB; a plan that does not work, and that support cannot fix within 24 hours, is credited back in full. Dedicated ports: within 24 hours of delivery (2 hours for a 1-day port), the port is credited back to your balance in full if it does not work and we cannot fix or replace it, or if it has carried less than 500 MB. A port we cannot deliver within 24 hours is credited back in full. If a port stops working later and support cannot fix it within 24 hours, the lost days are credited back. Top-ups are not paid back, except where the law requires it. Support answers at [email protected]. Email replies within 12 hours, 7 days a week.
