Terms of Service

The rules of the contract between you and ProxyGoat LLC when you rent a dedicated mobile port or buy rotating mobile data from CellMast.

Quick answer

What are the key terms of CellMast?

CellMast sells 4G/5G mobile proxies under these terms: you top up a balance in crypto (minimum $25), buy ports or data from it, and use them under the Acceptable Use Policy. Unused balance stays on your account and never expires, but it is not paid back, except where the law requires it. A dedicated port is for one customer, with unlimited data under fair use and no resale. No KYC — no ID, no selfie, no documents. The contract is with ProxyGoat LLC, a Delaware limited liability company (USA).

1. Who you contract with

The service called CellMast is provided by ProxyGoat LLC, a Delaware limited liability company (USA) ("we"). These terms, the Acceptable Use Policy, the refund policy and the privacy policy form the whole agreement. By topping up a balance or using a port you accept them.

2. Who may use the service

You must be at least 18 years old and legally able to enter a contract. You may not use CellMast if the law of your country forbids it, or if you are subject to sanctions that bar you from buying US services. The service is not available in countries and regions under comprehensive sanctions. We do not ask for identity documents, but these conditions still apply to you.

3. What we provide

CellMast provides two mobile proxy products:

  • Dedicated 4G/5G ports: one modem with a carrier SIM, reserved for one customer for 1, 7 or 30 days. Unlimited data on your dedicated port, under fair use: the carrier may slow or pause very heavy use. One customer per modem, no resale. New IP on demand by rotation link or API call, at most once every 30 seconds. You can also set an automatic rotation timer, from every 2 minutes to every 24 hours. Otherwise your port keeps its IP until you rotate it, although the carrier can change it on its own from time to time.
  • Rotating mobile data: access to a shared pool of carrier IPs, billed per GB. Prepaid rotating-mobile traffic never expires: unused GB stay on your account until you use them. Usage counts all data sent and received through the proxy (upload and download, headers included). 1 GB = 1,000,000,000 bytes. Connection attempts that fail before reaching the target are not counted. Unused traffic is lost if you delete your account or if it is closed for a breach of these terms. If we stop selling a product, we give at least 30 days' notice to use the remaining traffic or move its value to another product.

Both support HTTP, HTTPS (CONNECT) and SOCKS5, with username and password authentication. Proxy (data) access only: no SMS, no calls, and no direct access to the SIM card or the device. Dedicated ports are subject to stock per country and carrier; the checkout lists the carriers in stock. If we cannot deliver your port within 24 hours, its full price goes back to your balance. Network type and speed depend on the carrier and on coverage at the modem's location: 4G LTE or 5G, depending on the carrier's coverage where the modem sits.

4. Your account

Login with an account number; email is optional. Your account number is your key: anyone who has it can use your balance. Keep it private. We never ask for your account number by email or chat.

Your account number is your login: save it somewhere safe. Add an email (optional) if you want a way to recover it. Without an email, a lost account number cannot be recovered. See the contact page.

5. Prices and payment

Prices are in US dollars and shown on the pricing page, also published as /pricing.json. Dedicated ports are priced by country zone. You pay by topping up a balance with BTC, USDT, USDC, ETH, SOL, LTC, from a minimum of $25, and each plan is then paid from that balance.

The amount credited is the US dollar value fixed on the payment page when you start the top-up. Network fees are paid by your wallet. Unused balance stays on your account and never expires, but it is not paid back, except where the law requires it. We may change prices for future purchases; a plan already bought keeps its price until it ends.

6. Delivery

Your credentials show up in the client area the moment a plan is bought from your confirmed crypto balance. A dedicated port is ready when the modem is online, which is usually immediate and can take a few minutes. If no modem can be delivered in the country or carrier you chose, the plan is credited back to your balance under the refund policy.

7. Fair use of dedicated ports

A dedicated port has unlimited data under fair use, not an unlimited purpose. Use your port from several of your own devices and tools at the same time; bandwidth is shared between them. Reselling or sharing access with third parties is not allowed. You may not share it as a public proxy or split it into a service for third parties. Traffic must stay within the Acceptable Use Policy.

The carrier may slow or pause very heavy use, and can slow or limit a SIM for its own network reasons. We do not control carrier policies, and we cannot guarantee a speed or a specific IP address. You can rotate the IP or ask support to move the port to another modem.

8. Refunds

Within 72 hours of purchase, a rotating-mobile plan is credited back to your balance if you used less than 20% of its traffic and no more than 1 GB; a plan that does not work, and that support cannot fix within 24 hours, is credited back in full. Dedicated ports: within 24 hours of delivery (2 hours for a 1-day port), the port is credited back to your balance in full if it does not work and we cannot fix or replace it, or if it has carried less than 500 MB. A port we cannot deliver within 24 hours is credited back in full. If a port stops working later and support cannot fix it within 24 hours, the lost days are credited back. Top-ups are not paid back, except where the law requires it. The details, the steps and the exceptions are on the refund policy page. Crypto payments cannot be reversed by a bank, so we do not accept chargeback claims; ask support instead.

9. Acceptable use

You agree to the Acceptable Use Policy. Online banking, government and payment-portal sites, and outgoing email on SMTP ports 25, 465 and 587 are blocked on every product. You are responsible for all traffic sent through your ports and your rotating credentials, including traffic from people or software you let use them.

10. Suspension and termination

We may refuse or suspend service in case of abuse, fraud or a legal obligation, or to protect a carrier network. When the cause is abuse, the remaining plan time and the balance are not refunded. You may stop using the service at any time; unused balance stays on the account and is not paid out.

11. Availability and changes

We aim to keep ports and the gateway available, but we do not promise an uptime percentage. Modems depend on carriers, power and coverage. We may change features, carriers or countries offered; such a change never reduces a plan you have already paid for without a credit to your balance. Changes to these terms are dated on this page and listed in the changelog.

12. Disclaimers

The service is provided "as is". We do not promise that a given website, app or platform will accept a carrier IP, that an IP will not be limited by a target, or that the service fits a particular purpose. Platforms set their own rules, and following them is your job.

13. Limitation of liability

To the extent the law allows, our total liability for any claim is limited to the amount you paid for the plan concerned in the 30 days before the claim. We are not liable for indirect losses, such as lost profits, lost data or lost accounts on third-party platforms.

14. Indemnity

You agree to cover ProxyGoat LLC against claims, fines and costs caused by your use of the service in breach of these terms, the Acceptable Use Policy or the law.

15. Governing law and contact

These terms are governed by the laws of the State of Delaware, United States. Questions about these terms go to [email protected]; abuse reports go to [email protected].
