Buying access to a mobile proxy is lawful in most countries. What you do through it, and the hardware behind it, are where the 2026 rules bite. A sourced summary for buyers.

**Quick answer — Are mobile proxies legal?**

In most countries, yes: using a proxy, including a 4G/5G mobile proxy, is legal, and what matters is what you do through it and whether you follow the target site's terms. The 2026 changes target hardware and abuse: the UK makes possessing or supplying a SIM farm for calls or messages an offence from 29 October 2026. **CellMast** sells proxy (data) access only: no SMS, no calls, no direct access to SIM cards or devices, for lawful use only, with no KYC and a public Acceptable Use Policy. This is general information, not legal advice.

## Mobile proxies and the law in 2026

| Attribute | Value |
| --- | --- |
| Using a proxy | Legal in most countries; the activity must be legal too |
| UK, from 29 Oct 2026 | Offence to possess or supply a SIM farm (5+ SIMs for calls or messages) without a good reason |
| United States | No federal ban on proxies; a bill to ban SIM boxes was proposed in October 2026 |
| FBI, March 2026 | Public warning on how home devices end up in residential proxy networks |
| Japan, July 2026 | Government and police alliance against residential proxy abuse |
| Platform rules | Ban fake accounts, spam and fraud, whatever the IP |
| CellMast rules | [Acceptable Use Policy](https://cellmast.com/acceptable-use/); blocked: Online banking, government and payment-portal sites, and outgoing email on SMTP ports 25, 465 and 587 |

## Is it legal to use a mobile proxy?

Generally yes. A proxy is a network relay, and businesses use them every day for app testing, ad verification and price research. The legal question is about the activity: fraud, unauthorised access to accounts, spam or harassment are illegal with or without a proxy, and a proxy does not make them legal.

Sites also set their own terms. Breaking a site's terms is usually a contract matter rather than a crime, but it can get accounts closed and, in some cases, lead to civil claims. Read the terms of the sites you work with.

## What is the UK SIM-farm offence?

The Crime and Policing Act 2026 received Royal Assent on 29 April 2026. Home Office guidance says penalties apply from **29 October 2026** to anyone who possesses or supplies a SIM farm without a good reason or lawful authority. The guidance defines a SIM farm as a device capable of using five or more physical SIM cards, simultaneously or interchangeably, to make calls or send messages. Suppliers must also check and record the buyer's reason.

The law aims at the hardware behind phone and text fraud. The guidance says devices with several SIMs used for data are usually capable of calls or texts in principle, so their owners rely on the good-reason defence. Its offences concern possessing or supplying such devices. Providers that host modems in the UK, and their suppliers, should take legal advice.

## Does the UK law affect CellMast ports?

The UK test is whether a device can use five or more SIM cards for calls or texts, not how it is used. What CellMast sells in the UK: UK mobile carrier IPs (EE, O2, Vodafone, Three, subject to stock). Proxy (data) access only: no SMS, no calls, no direct access to SIM cards or devices. For lawful use only. Its modems are run by partner networks (see the [sourcing page](https://cellmast.com/sourcing/)). Any change to CellMast's UK offer will be dated in the [changelog](https://cellmast.com/changelog/). This is general information, not legal advice.

## What did the FBI say about proxies in 2026?

On 12 March 2026 the FBI published a public service announcement on residential proxy networks. It explains how TV boxes, routers, phones and tablets can be enrolled into these networks, sometimes through hidden app terms, malware or pre-infected devices, and it advises businesses to consider blocking IP addresses known to belong to residential proxy networks.

The warning is about consent at the source. It is one reason to prefer providers that explain where their IPs come from. CellMast dedicated ports are hardware modems with carrier SIMs, not apps on strangers' devices.

## Are there new rules in other countries?

- **United States:** a bipartisan bill, the "Stop SIM Box Scam Act", was proposed in October 2026 to ban the sale, import and use of SIM boxes (ABA Banking Journal, 5 October 2026); its text was not yet available when we checked.
- **Japan:** on 21 July 2026 the Ministry of Internal Affairs and Communications and the National Police Agency announced a Residential Proxy Countermeasures Alliance, citing about ¥3 billion of 2024 internet-banking fraud losses tied to attacks through residential proxies.
- **European Union:** we found no 2026 rule aimed specifically at buying mobile proxy access.

Laws change quickly; check the rules where you and your targets are.

## What do platforms allow?

Platforms rarely ban proxies as such. They ban behaviours: fake or duplicate accounts made to deceive, fake engagement, spam, scraping that their terms forbid, and attempts to come back after a ban. Businesses and agencies managing their own or their clients' official accounts are normal users. The [agency guide](https://cellmast.com/use-cases/social-media-agency-proxies/) shows a setup that keeps one client per carrier IP and stays within platform rules.

## How does CellMast keep no-KYC access lawful?

- A public [Acceptable Use Policy](https://cellmast.com/acceptable-use/) that bans fraud, spam, credential attacks and harassment.
- Network blocks: Online banking, government and payment-portal sites, and outgoing email on SMTP ports 25, 465 and 587.
- An abuse address read by a person: abuse@cellmast.com. A person reviews every abuse report, and confirmed abuse leads to suspension.
- Answers to lawful requests from authorities with jurisdiction over ProxyGoat LLC, with the data we keep.

No KYC removes paperwork for legitimate customers. It does not remove the rules.

## Legal questions

### Is a mobile proxy a SIM farm?

It depends on the hardware, not on the word "proxy". The UK law targets devices capable of using five or more SIM cards for calls or messages. Racks of modems can fall under it, and the law provides a good-reason defence. CellMast sells proxy (data) access only: no SMS, no calls, no direct access to SIM cards or devices. This is not legal advice.

### Can I get in trouble for buying a mobile proxy?

Buying proxy access is lawful in most countries. Trouble comes from what you do with it: fraud, unauthorised account access, spam or harassment are illegal anywhere. Following the target site's terms and the [Acceptable Use Policy](https://cellmast.com/acceptable-use/) keeps your use on the right side.

### Is it legal to buy proxies without KYC?

In most countries, yes: buying network services without showing ID is lawful. Some providers choose to require ID; CellMast does not, and uses blocked targets and an abuse desk instead. See [no KYC](https://cellmast.com/no-kyc/).

### Are mobile proxies legal for social media management?

Using a proxy to manage accounts you own or are hired to manage is lawful and common for agencies. Platforms forbid fake accounts, fake engagement and spam, whatever the IP. Keep one client per port and follow each platform's rules.

**Lawful work, real carrier IPs** Dedicated 4G/5G ports from $2.63/day, data only, under a public Acceptable Use Policy. Pay in crypto. [Read the rules](https://cellmast.com/acceptable-use/) · [See prices](https://cellmast.com/pricing/)
