No KYC means we do not ask who you are. It does not mean there are no rules. This page lists what a CellMast mobile proxy may be used for, what is forbidden, and what happens when the rules are broken.

**Quick answer — What can I use CellMast mobile proxies for?**

**CellMast** mobile proxies may be used for lawful work that needs a real carrier connection: mobile app QA, ad and price checks, mobile search tracking, collection of public data, and running social media accounts that your business or your clients own. Fraud, spam, credential attacks and harassment are forbidden. Online banking, government and payment-portal sites, and outgoing email on SMTP ports 25, 465 and 587 are blocked on every port and on the rotating pool. No KYC does not change these rules.

## 1. Who this policy covers

This policy applies to every CellMast account, every dedicated 4G/5G port and every gigabyte of rotating mobile traffic, whoever holds the credentials. If you give a port to a colleague, a client or a script, you remain responsible for what it does.

CellMast is operated by ProxyGoat LLC, a Delaware limited liability company (USA). This policy is part of the [Terms of Service](https://cellmast.com/terms/). If the two ever disagree, the stricter rule applies.

## 2. What you may do

A mobile proxy is a network tool. These uses are welcome:

- **Mobile app and website QA:** test sign-up, login, checkout and content on a real carrier network in the country you target.
- **Ad verification:** check which mobile ads, landing pages and redirects appear for users on a given carrier.
- **Price and availability checks:** read public prices, stock and offers as a local phone user sees them.
- **Mobile SEO:** track mobile search results and local rankings from a carrier IP.
- **Public data collection:** collect publicly available pages at a reasonable rate, while respecting the site's terms and the law that applies to you.
- **Account management for your business or clients:** run the social media and marketplace accounts your company owns, or that a client has hired you to manage, one stable IP per brand.
- **Personal privacy:** keep your home IP address out of the logs of sites you visit.

## 3. What you may not do

These uses lead to suspension without refund, whatever the plan:

- Fraud of any kind: carding, payment fraud, fake orders, chargeback schemes, refund abuse or bonus abuse.
- Credential stuffing, brute-force logins, account takeover or any access to accounts you are not authorised to use.
- Spam, bulk messaging, fake reviews, fake engagement or the mass creation of accounts to deceive a platform or its users.
- Phishing, malware delivery, command-and-control traffic or scanning of networks you do not own.
- Denial-of-service traffic, or load that degrades a target site.
- Harassment, stalking, doxxing or any content that sexualises minors.
- Ticket or limited-stock scalping, and attempts to get around a platform's limits on purchases.
- Resale of a dedicated port or of CellMast access as your own proxy service.
- Any use that breaks the law where you are, where the target is, or in the United States.

## 4. Blocked targets and ports

Some destinations are closed at the network level, so no rule needs to be interpreted. Blocked: Online banking, government and payment-portal sites, and outgoing email on SMTP ports 25, 465 and 587.

The list protects the people who are most often harmed by proxy abuse: bank customers, citizens using public services and merchants. It also protects the carrier IPs, which other people share through carrier-grade NAT. We may add categories to the block list when abuse patterns change; this page shows the current list.

## 5. Your responsibilities

- Follow the terms of the sites and apps you connect to. A carrier IP does not give you permission that the site has not granted.
- Keep your account number, API keys and port passwords private. Rotate a password from the dashboard if you think it leaked.
- Pace your requests. Mobile IPs are shared by real subscribers, and heavy traffic from one address can get it limited for everyone behind it.
- Use one port per client brand when you manage accounts for others, and keep each brand on a port in its own country.

## 6. Enforcement

A person reviews every abuse report, and confirmed abuse leads to suspension. Depending on the facts, we may:

1. Ask you to stop a specific activity.
2. Rotate or reset the port, or block a target for your account.
3. Suspend the port or the whole account.
4. Close the account without refund when the abuse is serious or repeated.

Unused balance on an account closed for abuse is not paid out. A suspension for abuse is not covered by the [refund policy](https://cellmast.com/refunds/).

## 7. How to report abuse

Write to **abuse@cellmast.com** with the IP address, the exact time with its time zone, the target URL or service, and a short description or log extract. A person reads every report. We reply to the sender, act on the port concerned, and keep a record of what was done.

Reports about a mobile IP can concern other subscribers of the same carrier, because carriers share addresses. Before we act, we check the IP history of our ports to see whether the address was assigned to a CellMast port at that time.

## 8. Requests from authorities

CellMast answers lawful requests from authorities that have jurisdiction over ProxyGoat LLC. We can only hand over data we hold, as listed in the [privacy policy](https://cellmast.com/privacy/) with its retention periods; partner networks that host the modems keep their own connection records. We do not hold ID documents, because we do not ask for them. We may refuse or suspend service in case of abuse, fraud or a legal obligation.

## 9. Changes to this policy

We may update this policy when the service or the law changes. The date at the top of the page shows the last change, and the [changelog](https://cellmast.com/changelog/) records it. Continued use of a port or of rotating traffic after a change means you accept the new version.
